Mount Washington, MA, Makes The Next Move: Design, Construction

Mount Washington has selected a firm to handle the design and construction services for its planned Fiber-to-the-Home (FTTH) network.

This past summer, the community received word that it would receive a $230,000 grant from the Massachusetts Broadband Institute (MBI), the state agency set up to administer federal and state funds for broadband network deployment. Mount Washington had already obtained special permission from the state legislature to proceed with a network sans a Municipal Light Plant (MLP). In Massachusetts, municipalities are required to establish MLPs to operate and manage any publicly owned Internet network. Because Mount Washington is so small, however, they felt creating another administrative entity would be an undue burden; state legislators agreed and created an exception for them in statute.

This past spring, they released a Request for Proposals (RFP) to locate a firm for design and construction.

An Important Step

The town of 150 full-time residents is located in the far southwest corner of the state and much of the community is covered by forest. The Mount Washington State Forest, the Mount Everett State Reservation, and the Taconic Mountains, give the community its nickname: “The Town Among The Clouds.” Incumbents have shied away from investing in Mount Washington; even plain old telephone service is bad there. 

The town considered participating in the Wired West broadband cooperative, but eventually chose to pursue their own network. Mount Washington’s publicly owned network will connect to MassBroadband 123, the statewide middle mile network. The network will also need to find an Internet Service Provider (ISP) to offer Internet access via the new infrastructure.

Western MA Getting Connected: Charlemont Is Next

Charlemont, Massachusetts, is asking local businesses and residents to complete a survey to help their Broadband Committee as they move ahead with plans to improve connectivity. At a November information session, the Committee announced that the town would investigate options and pursue plans to deploy a municipal network. They plan to take advantage of state and federal funding administered by the Massachusetts Broadband Institute (MBI).

Plans Change

The western town of about 1,200 people intended to work with WiredWest, the broadband cooperative that planned to build a regional network, but MBI interfered with the plans and revoked funding from the group early in 2016. MBI objected to the WiredWest plan to operate as a cooperative of Municipal Light Plants (MLPs), the entity in each community responsible for managing its municipal network. Since then, MBI has created criteria for local communities to meet before they can access funding to build their own municipal networks. A number of local communities that once considered membership in WiredWest are moving forward and releasing RFPs, including Alford, Egremont, and Mount Washington. Before Charlemont gets that far, however, they want to find out exactly what the need is in their community.

Looking To Leverett

Alford, MA, Releases RFP: Deadline Dec. 21

Alford, Massachusetts, located along the western border of Massachusetts, recently released a Request for Proposals (RFP) for fiber optic network design and contractors; the community wants to deploy a Fiber-to-the-Premises (FTTP) network. Deadline for proposals is December 21, 2016.

A Long Journey To Now

Alford is home to approximately 500 residents and has pursued better connectivity since the early 2000s, when it first approached the incumbents. As is often the case, national providers continued to pass by Alford over the years leaving them with old, unreliable technology. During 2012 and 2013, the community took the necessary steps and voted to create a Municipal Light Plant (MLP), the entity that manages publicly owned networks in Massachusetts. Since then, they have formed a broadband committee, conducted surveys of local interest and requirements, and examined financial models. 

In 2015, the town approved a measure to borrow $1.6 million to cover the expenses to deploy a FTTP network. The Massachusetts Broadband Institute (MBI), the state agency tasked with administering more than $71 million in federal American Recovery and Reinvestment Act (ARRA) and state funds, informed the MLP Board that the town will receive approximately $290,000 in grants funds.

The Alford MLP’s November update reports that the community has made significant progress on make-ready work to prepare utility poles:

The MLP has now come to an agreement with Verizon and National Grid about the extent of “make-ready” work required to prepare the poles to accept fiber. In the next few weeks the MLP will make payments to the utilities, clearing the way for the work to begin. The MLP has no control over the timing of the work, which will probably begin around year- end and which can take up to six months to complete.

Another RFP: Egremont, Massachusetts

Egremont, Massachusetts, population approximately 1,000, is seeking a firm for design, engineering, and consulting services for a Fiber-to-the-Premises (FTTP) network. They released a Request or Proposals (RFP) in mid-May and proposal submissions are due on June 15th.

Small Town Seeks Big Connectivity

The community is one of the many rural towns located in the far western part of the state where high-quality connectivity is rare. Like Leverett, Mount Washington, and the Wired West communities, Egremont has decided the time to wait for the big providers is over.

The town is located near Mount Washington in Berkshire County and has about 950 residents and businesses and 47 miles of roads. It’s situated in a valley east of the Taconic Mountain Range and lies along the Green River. Similar to many of the other small towns in western Massachusetts, there are also a number of vacation homes in Egremont.

Egremont is seeking a firm that will develop a fast, affordable, reliable network to offer Internet access and VoIP. In their RFP, Egremont expresses a requirement that the new infrastructure connect to the state’s MassBroadband 123. Mount Washington Voters Ready To Fund Muni

With only about 150 full-time residents, it’s hard to get the big ISPs to pay attention to you, especially when you are situated in forest-covered mountains. The people of Mount Washington, Massachusetts, realize that if they want high-quality connectivity, they have to do it themselves. At a special town meeting in May, voters unanimously approved funding for a municipal Fiber-to-the-Home (FTTH) network.

Flying Solo In Western Mass

Earlier this year, the small community obtained legal authority to move forward on the project without establishing a Municipal Light Plant (MLP). State law requires municipalities to establish an MLP as the public entity to administer a city’s publicly owned network. Mount Washington considered it an unnecessary and burdensome requirement for such a small community; the legislature agreed. Since they decided not to join the Wired West Cooperative, which requires member towns to establish MLPs, they don't need one. 

Mount Washington officials released a Request for Proposals (RFP) in the spring and received seven responses. The town selected a firm to construct the network, for which they have already set aside $250,000 from the town’s stabilization fund. At the May town meeting, voters approved an additional $450,000 in borrowing and selectmen are working with a financial advisor to review options.

Selectman Brian Tobin told the Berkshire Edge that the community expects to be eligible for funding from the Massachusetts Broadband Institute (MBI); town officials are talking with the agency. The state organization announced that it will be working closely with Massachusetts towns on a case-by-case basis to disburse approximately $50 million in sate funding to improve connectivity.

In western Massachusetts, 44 small towns continue the push for high-speed, high-quality Internet access. WiredWest (a cooperative of these town’s municipal light plants) has been ramping up the pressure on the state. They need funding to build a regional network, but a state agency has been reluctant to distribute money.

WiredWest and MBI? It’s A Long Story

WiredWest began in 2010 as folks gathered together to bring better connectivity to their unserved and underserved communities.  They wanted a regional Fiber-to-the-Home (FTTH) network that would bring future-proof fiber optic technology into their homes. After years of working on business plans and creating a governance structure to represent all the towns, WiredWest hit a major roadblock erected by a state agency.

The Massachusetts Broadband Institute (MBI) is in charge of distributing state funding to project that will improve Internet access in the state. Previously, the agency had built a middle-mile network (which connects community anchor institutes and could serve as a backbone for FTTH networks). When WiredWest asked for state funding to help develop its fiber infrastructure, MBI stalled the process – to the point that even the governor’s administration got involved. The agency has made some decisions about which projects it will help fund, but its choices have been criticized.

WiredWest: a Cooperative of Municipalities Forms to Build a Fiber Optic Network

In 2010, communities in rural western Massachusetts began a group that would evolve into the WiredWest Cooperative. Over the past six years, the group, formed to bring better last-mile connectivity to the unserved and underserved areas of the state, has faced a number of challenges. Most recently, disagreements with the Massachusetts Broadband Institute (MBI), the state agency tasked with distributing funds for last-mile connectivity, have threatened WiredWest's regional cooperative model.

In a new report released by the Berkman Center, authors David Talbot, Waide Warner, and Susan Crawford share the story of these communities' attempt to band together to establish a fiber-optic network.

In WiredWest: a Cooperative of Municipalities Forms to Build A Fiber Optic Network, we learn not only how this region came together, but how they developed their business plan and procured funding, how they anticipate the network to affect affordability, and the ways they have adjusted the plan as circumstances required. The authors also take the time to share some history of cooperatives, and address how the cooperative model - used in the past for electricity and telephone - can benefit the communities in rural western Massachusetts.

Mount Washington Muni: Permission to Move Ahead Granted

The town of Mount Washington, Massachusetts, has successfully streamlined its ability to invest in a municipal Fiber-to-the-Home (FTTH) network.

On January 22nd, Governor Charlie Baker signed a home-rule bill specifically granting the tiny town of 124 residents a special authority:

"Notwithstanding any general or special law to the contrary, the town of Mount Washington may own, operate, maintain, manage or hire others to do so on its behalf, and to take any reasonable action necessary to establish and operate broadband high speed internet infrastructure and services without the establishment of a municipal light plant."

Another Underserved Rural Town

Mount Washington is located in the southwest corner of the state; much of the community is covered by the Mount Washington State Forest and Mount Everett State Reservation. Large incumbents do not feel investment in fast, affordable, reliable network infrastructure would pay off. Due to a small population, the Taconic Mountains, and thickly wooded geography, any return on investment will take longer in Mount Washington than in urban areas.

Brian Tobin from the town's Select Board told WAMC:

“The town of Mount Washington is about as underserved as you can get in terms of broadband,” Tobin said. “Some people have long-distance wifi and others have satellite internet, but neither of those are satisfactory and it’s certainly not a 21st century solution to having reliable broadband.”

The community recognized that if they want 21st century connectivity they would have to build a municipal network.

Not Sold On Wired West

Many other communities in western Massachusetts have committed to joining the Wired West Cooperative, which requires member towns to establish a Municipal Light Plant (MLP). The MLP is a state-required municipal entity responsible for the administration of a municipal network. Wired West officials describe it as a "cooperative of MLPs."

Shoot-Out Over the WiredWest: MBI Pulls Funding in Massachusetts Saga

Officials from WiredWest Communications Cooperative in western Massachusetts spent years working with small towns creating a collaborative plan to develop a regional fiber network. The deadline for participation was, January 9th, a little more than a month away, and even though the trail had been thorny, the path now seemed clear. Suddenly, the state revoked critical funding, sending the carefully planned and negotiated project into shambles.

WiredWest Coop Born, Reborn, Ready to Ride

More than five years ago, a group of small towns in Western Massachusetts formed a communications cooperative that evolved into the WiredWest Communications Cooperative Corporation. Their goal was similar to that of any cooperative organization: use the collective resources of the member towns to construct a much needed utility - a fiber-to-the-home network (FTTH) - that could address a persistent problem for a group rural communities - the lack of quality Internet access.

The number of participating towns in the coop has fluctuated over the years; 44 towns are currently official members. Its business plan and operating agreement have also changed as member towns come to consensus on what presents the best path for their local needs.

As the coop refined its model, the business plan, and the operating agreement, WiredWest volunteers worked to secure early subscriber commitments from residents and businesses. Each community obtained a certain threshold of commitment in order to join the coop. To date, WiredWest communities have obtained approximately 7,000 early subscribers.

Each town must establish a Municipal Light Plant (MLP), a process consistent with Massachusetts State Law. The MLP is the entity that is responsible for owning and operating a municipal fiber network. WiredWest describes itself as a cooperative of MLPs with delegates from all 44 member towns as decision makers. The coop's business model also requires a series of votes to ensure local accountability before a town can be considered a member of WiredWest:

LeverettNet Meets Demand for Better Connectivity in MA

On October 2nd, a group of residents, business owners, and educators met with elected officials to celebrate the early success of LeverettNet. The municipal gigabit fiber network now serves 650 of 800 households in the Massachusetts town of 1,800.

This spring, the network began serving limited areas of town, offering telephone service and gigabit Internet access. LeverettNet's instant success is no surprise, considering a number townsfolk depended on unreliable, slow dial-up service over antiquated copper infrastructure for years. Some in town used DSL, satellite, and wireless devices; others had no Internet access at all. Telephone service was equally dismal - sometimes the community would lose service when it rained.

Leverett connects to MassBroadband 123, the statewide middle-mile network deployed by the Massachusetts Broadband Institute. Greenfield, Massachusetts Internet service provider Crocker Communications, is partnering with Leverett to offer gigabit service via the publicly owned infrastructure. 

The community chose to fund the network with a modest property tax increase and from revenue collected from subscribers. After they did the math, Leverett realized they could obtain better, faster, more reliable services for less if they built their own network.
